Designing approval steps for sensitive record changes

Design self-service approvals around verification, decision authority, effective dates, downstream results and correction.

This is an editorial pen name used by the publication, not a claim of an independently verified personal identity. Original editorial credit: Desk People Systems.

Design each sensitive-change approval around what could go wrong. Decide who may request the change, how the requester is verified, who can authorise it, when it takes effect and how the final value reaches its destination. A generic approval button cannot settle those decisions.

Choose a route for each change

List sensitive fields and how they are used. A bank destination can affect a payment, a recovery contact can affect account access, and an employment term can affect pay. These consequences call for different checks; they do not establish one legal approval procedure for every employer.

Payment destinationHow is the requester verified through a trusted route?Did payroll receive the authorised value before using it?
Recovery contactCould the new detail enable account takeover? Was confirmation independent of the new contact?

Supporting documentWho needs the document to decide?Do other roles see only the status they need?

If the proposed software cannot express a needed distinction, specify the controlled manual step, its owner and its record. Describe it as manual.

Define authority and status

Write the path before configuring it: received, verification needed, under review, approved or rejected, and downstream action completed. Name who can move a request between states.

Independent review may be appropriate for a consequential change. A manager’s approval can establish business authority while payroll still needs to check whether a pay-related input was accepted.

Keep submission, approval and effective dates distinct. A late approval may affect a period another system has already processed. Send that exception to its specialist; do not assume an integration recalculates an earlier result.

Keep enough of the request and decision to explain the final value, subject to appropriate access and retention controls. A manager may need a completion status without seeing a bank account or supporting document.

Plan exceptions

A rejected request should leave the earlier approved value in place. A withdrawal must be checked against any downstream action that has already occurred. For a correction after approval, name each affected system and the person who checks it. Tell the requester what happened and how to continue without disclosing unnecessary detail.

The OAIC’s APP 13 guidance says an APP entity must take reasonable steps to correct personal information it holds, having regard to the purpose for which it is held. Assess the actual handling activity before treating a workflow setting as a privacy decision.

For a proposed configuration, use synthetic or suitably protected requests to inspect an ordinary approval, rejection, absent approver and post-approval correction. Check what each role sees and whether the recipient accepted the final value. Record an unshown handoff as unverified.
