Buy HR software using a written purchasing brief, comparable quotes and a decision record. For an Australian employer, the offer must set out the licence, implementation work, connections to retained systems, support and record retrieval later.

A feature shown in a demonstration forms part of the purchase only if the quoted configuration and contract cover it.

Give suppliers the same brief

State which processes the new service will own, which systems will remain and which groups will use it. Give each supplier the same required outcomes.

Separate what is needed at launch from later additions, and ask suppliers to tie each answer to a quoted module or service.

Decision areaWhat the offer should identify
SubscriptionModules, billable population, minimum commitment, term and rules for changing numbers
ImplementationSupplier and employer tasks, deliverables, dependencies and extra-work charges
ConnectionsNamed receiving systems, data covered, responsibility and failure handling
SupportChannels, hours, response commitments and separately priced services
ExitExport scope, usable formats, assistance, timing and charges

Leave detailed process design and testing to the relevant selection and implementation work. At this stage, establish whether each necessary outcome is included, excluded or still unclear.

HR Software Procurement Checklist for Australian Employers

  • Define processes the new system will ownYes
  • Identify which systems will remain in useYes
  • Clarify which employee groups will use the softwareYes
  • Separate launch requirements from later additionsYes
  • Require suppliers to link each answer to a quoted module or serviceYes

Compare the complete offer

Ask suppliers to price the same modules and workforce scenarios. Obtain each supplier’s billable-person definition, counting date, minimum and renewal rule.

Put recurring licence charges, one-off implementation charges and optional services on separate lines. Confirm the currency and whether GST is included in each quote.

An inexpensive subscription may leave necessary setup or support to the employer. Record that work and its owner; do not enter an unpriced dependency as a zero-cost item.

Compare the cost of the required scope over the same period, with assumptions visible beside the totals.

Check Australian operating boundaries

If HR data will reach payroll, identify what the proposed service sends, which product receives it and how rejected or corrected records are handled. Check any Single Touch Payroll (STP) obligations against current ATO guidance.

An HR-to-payroll connection does not itself establish STP reporting or correct pay. A qualified payroll reviewer should assess the proposed boundary against the employer’s arrangements.

Identify where applicable employment records will be retained and retrieved after a supplier change. Confirm the employer’s record-keeping obligations using current authoritative guidance.

The required details depend on the circumstances. The supplier’s export commitment should cover records it holds; the employer must account for records held elsewhere.

If a formal workforce return, such as a WGEA return, is in scope, name it. Ask whether the quoted service supplies the underlying data needed for that return, and who will prepare and review the submission.

A generic headcount dashboard is not evidence that the return can be prepared from the quoted configuration.

Australian Compliance Requirements in HR Software Procurement

Single Touch Payroll (STP) Obligations
Must align with current ATO guidance
Employment Record Retention
Employer responsible under Fair Work Act
WGEA Reporting Requirement
Data must support formal workforce return if applicable
GST Inclusion in Quotes
Must be confirmed per supplier quote

Make the award decision

Reconcile the preferred quote, order form, service terms and implementation statement. Check that modules, counts, connections, deliverables and support commitments agree.

For a cloud service, record the provider’s and employer’s security responsibilities for the service purchased, using the Australian Cyber Security Centre’s cloud shared responsibility guidance.

Give each material gap an owner and a decision: obtain clarification, accept a controlled manual process, make it a contract condition or hold signature.
